Constantijn (“Stan”) Panis is an economist and statistician with deep expertise in healthcare, pensions, big data, and damage calculations.
He has extensive litigation support experience, including as expert witness in healthcare, labor, and class action cases. He has testified in Federal and State courts, taught at two major universities, and is widely published.
A few examples of his work include:
| Assisted counsel for groups of hospitals in several regulatory challenges of reimbursements for inpatient stays under Medicare’s Prospective Payment System.
| In several putative class actions over the sale of deferred annuities, opined on their benefits for retirement satisfaction, insurance aspects, and comparative rates of return.
| Designed statistical samples or reviewed the appropriateness of statistical samples for False Claims Act disputes, damages calculations, or other extrapolation purposes for numerous engagements.
| Conducted dozens of studies on pensions and healthcare benefits for the U.S. Department of Labor (DOL) and the Pension Benefit Guaranty Corporation (PBGC). The work resulted in a book, peer-reviewed journal articles, annual (2011-2022) reports to Congress, and numerous other reports
Previously, Dr. Panis served as a principal at Advanced Analytical Consulting Group and a senior manager with the Economic and Statistical Consulting group at Deloitte. In addition, he worked as a senior economist with The RAND Corporation for nearly two decades.
Dr. Panis co-founded and led EconWare, a successful company that developed statistical software to disentangle causality, reverse causality, and selection effects in economic models. He also served as faculty at the University of Southern California and the University of California at Irvine, teaching undergraduate and graduate statistics, econometrics, and economics courses.
Dr. Panis has published more than 20 books and articles in the Journal of Health Economics, Journal of Public Economics, Journal of Human Resources, Medical Care, Health Affairs, Health Policy Research, and many other professional journals.
Dr. Panis earned his Ph.D. in economics from the University of Southern California. He also received an M.A. and a B.A. in economics, both cum laude, from the University of Groningen in the Netherlands.
